Call for Proposal Terms of Reference For Assessment on Climate Smart Agriculture in Gode and East-imay Woredas of Somali Region, Ethiopia.
- The background of the project
In line with the Somali Regional State MYRP (2022-2026), the Agriculture Transformation Plan as well as national and regional priorities, OWDA with its partner WFP proposed activities aimed at increasing resilience, enhancing livelihoods, and reducing aid dependency in the Somali region. Germany, through its ministry of cooperation and development (BMZ) and KfW, is supporting these efforts to a large extent. As part of this support, OWDA and WFP are initiating a 4-year project, titled Climate Proofing Food Security in Ethiopia’s Drought-Prone Lowland Areas, targeting approximately 50,000 beneficiaries in Gode and East-imay of the Somali Region. The project has four overarching objectives:
- Enhance livelihood, resilience, and food security of vulnerable communities.
- Strengthen adaptive capacities of communities, ecosystems, and systems.
- Reduce aid-dependency by enabling beneficiaries to become more self-reliant.
- Demonstrate the effectiveness and impact of this integrated approach to bring it to scale.
Only an integrated, multi-dimensional, and adapted package of interlinked activities can effectively address underlying causes of vulnerabilities and achieve the above objectives. The project proposes a holistic solution by implementing an integrated package of mutually reinforcing interventions that target individuals, households, communities, ecosystems, and service-providing systems. As part of these interventions, the project is pursuing to increase the productivity of the smallholder farmers by decoupling their dependence from rainfall through the provision of various technological and infrastructure inputs, including creating access to small-scale irrigation serviceseither through irrigation from rivers or water capturing infrastructure (ponds, dams, seasonal rivers) or with the help of dykes/flood-based agriculture.
Based on the foregoing, OWDA would like to bring on board a national consulting firm for the development of detailed designs and associated assessments for 10 irrigation sites of two woredas (Gode and East-imay). One critical component of this assessment is the access to water for growing crops and pasture/fodder for livestock
- Objectives of the Call for Proposal
The overall objective of the assessment is to develop detailed designs and associated assessments for 10 irrigation sites of two woredas (Gode and East-imay).
- Specific tasks to be conducted by the consultant
The following specific tasks are expected to be conducted in each of the irrigation sites
- Develop detail design of the main irrigation system and drainage system (pumps and associated structures, main, secondary canals and furrow length and slope and related hydraulic structures)
- Assess the climate and hydrology
- Conduct topography survey
- Conduct soils and land suitability assessment (Soil test, salinity etc)
- Carry out agricultural production potential assessment with recommendations on the crop enterprises and the crop rotational plan
- Conduct Socio-economic assessment
- Undertake Environmental and Social Impact Assessment
- Conduct Economic and Financial Analysis of the proposed projects investment-CB, IRR, NPV, Cash flow Analysis
- Prepare implementation work plan, and contracting requirements.
- Prepare specifications and priced bill of quantities for the irrigation infrastructure
- Prepare sustainability plan for the irrigation schemes
- Develop a risk register for each of the proposed investments with mitigation measures
- Methodology of the study
The consultant will design the methodology, staffing plan, level of effort and work approach of the assessment according to the objective of the assessment.
- Roles and responsibilities of OWDA:
OWDA will:
- Ensure involvement of government stakeholders as members of the survey team and also informants;
- Support in facilitating consultation meetings with the relevant bureaus and offices.
- Ensure contacts in areas of the study;
- Provide all required project documents and information;
- Review the draft reports and provide feedback to the consultant on time;
- Facilitate other work as per the specified activity plan/TOR; and
- Effect payments of the service as per the contract agreement and on the accomplishment of the task according to the service agreement.
- Roles of WFP
- Review of inception reports, Ist draft report and the final report
- Review and input on the tools developed for the assessment
- Carry out joint monitoring with OWDA (Organization for Welfare and Development in Action)
- Time Frame
- The total duration of the assignment shall not exceed 60 days
- The consultant should indicate a breakdown of the timeframe showing the detailed work plan and expected dates for each phase and major activities.
- Deliverables
The consultant is expected to produce the following outputs:
- Submit an inception report incorporating a framework for the assessment, detailed variables, and tools of data collection within one week after signing the agreement
- Detail design of the main irrigation and drainage system with recommendations on the most appropriate, feasible irrigation technology to be adopted in each of the sites
- Soil analysis and land suitability assessment report
- Agricultural production potential assessment report including recommendations on the crop enterprises and proposed appropriate crop rotational plan
- Socio-economic assessment report
- Environmental and Social Impact Assessment report
- Provide an Economic and financial analysis report of the proposed project investment based on the financial and economic indicators-CBA,NPV,IRR, Cash flow Analysis report
- Specifications and priced bill of quantities and contracting requirements report
- Irrigation scheme /projects sustainability report
- Required Qualifications and Experience
The assessment is expected to be carried out by a legally registered consulting firm. Specifically, the consultant (s) should have
- Renewed licence and VAT registration number
- Track record of demonstrated experience in Ethiopia particularly in Somali region in conducting climate change related services and conducting similar and/or related assignments for at least the past five years;
- Knowledge of the agriculture, water and irrigation, natural resources management, economics and project management.
- The consulting firm is expected to be an experienced company in provision of professional services in irrigation and infrastructure related design
- Team composition: should include but not limited to irrigation engineer, economist/Agricultural Economist and GIS specialist.
- Presentation of the Technical and Economic Offer and Assessment Criteria
In response to these terms of reference, potential consultants are requested to submit copies of their technical and financial proposals in separate, sealed envelopes. The bid submitted by the bidder must fully comply with the Terms of Reference (TOR) and must contain a brief technical and financial part. The technical and financial proposals must be sealed separately. The financial proposal must be in ETB. The proposal should include:
- Introduction of the team coordinator: name, and summary of experience and background.
- Introduction of the teamwork: list of the assessment team members and their CVs.
- consultancy firm’s experience and portfolio.
- A methodological proposal for carrying out the assessment in accordance with the Terms of References.
- Financial proposal: including consultancy fee, proposed person-days, and rates, accommodation, translation expenses, data entry and analysis, stationery, printing, binding, photocopying, taxes, vehicle rent, etc.
- Any other relevant information as an annex
Only the selected firm team will be informed about the final results of the selection process. The following criteria will be taken into account for the evaluation and selection of the proposal: clarity, the viability of the proposal, technical capacity and experience to apply the methodology and knowledge of the context, intervention sector of the program, and experience in the sector.
The proposal will be evaluated according to the following:
- Cost/financial proposal: 30%
- Technical proposal: 50%
- assessment team profile: 20%
