Consultancy Service on Gender Transformative Programing (GTP), Ipas Ethiopia
Background
Ipas Ethiopia, through its current endeavors, emphasizes on the importance of having an intersectional lens to link with other programs and movements that are concerned with Gender Based Violence, disability inclusion, humanitarian crisis and Climate Change/drought with comprehensive Abortion care and contraception services as one of its fundamental roles. Ipas Ethiopia embraces its principle of holding the woman/girl at the center of all its advocacy, programmatic design, implementation and monitoring and evaluation (woman centered approach) endeavors. We focus our strategies to reach marginalized and disadvantaged women and girls in all our interventions with focus to those living in the rural and hard to reach areas. To achieve these endeavors, Ipas Ethiopia envisages to incorporate gender transformative programing (GTP) in to all its thematic areas, programs, and development efforts.
Hence, Ipas Ethiopia is seeking a consultant/consulting firm to conduct gender audit, develop gender transformative/policy/strategy, and provide staffs with training on leading the implementation of the gender transformative policy/strategy. This is intended to promote gender equality throughout our thematic areas to end gender-based violence, inequality, inequity, injustice, ill-health, and other issues. The policy would put a special emphasis on empowering groups of women and young girls who are poor, vulnerable, and socially excluded. Additionally, it also strives to engage men and boys as responsible participants in altering gender stereotypes and unequal relationships. The gender transformative approach also places a strong emphasis on improving our organizational culture to influence staff members as well as our partners’ practices and mindsets to achieve the targeted goals.
Scope of work
This scope of work will be implemented by experienced consultant/firm in three phases:
Phase 1: Conduct gender audit.
The consultant is expected to:
- Use a gender audit tool, conduct a comprehensive review of our current strategies, guidelines, manuals etc.
- Develop and submit a draft report on the findings of the gender audit,
- Incorporate comments, suggestions and inputs and submit a final report
Phase 2: Develop gender transformative policy/strategy.
The consultant is expected to:
- Review existing Ipas Ethiopia program and organizational policies and documents relevant for the policy/strategy development
- Key informant interviews with Ipas staff for understanding the approach, lessons learned, and priorities of Ipas Ethiopia in aligning the GTP Policy with the Vision, Strategic Framework, and national priorities for promoting gender equality.
- Focus group discussions with partners working with Ipas Ethiopia on practical aspects of mainstreaming gender transformative programming and engaging with men and boys, lessons learned, and best practices.
- Finalize gender transformative policy through a validation workshop with Ipas Ethiopia staffs and partners
Phase 3: Leadership capacity building.
The capacity building phase includes:
- Develop GTP capacity building package.
- Provide training to staffs of Ipas Ethiopia on contents, tools, and principles of GTP
Expected Deliverables
- A compiled and comprehensive gender audit Report with recommendation
- Gender transformative policy/strategy that fits in to Ipas Ethiopia’s strategic framework, Mission and Vision
- Training of Ipas Ethiopia staffs on GTP
Consultant requirements
Required:
- Master’s in social science or Gender Studies or relevant degree with minimum of 10 years of experience in relevant area. Preference will be given to candidate with experience in GTP Audit, GTP policy developments, as well as GTP training.
- Excellent analysis, documentation, and facilitation skills
Prior work experience in SRHR, GBV, and Rights-based approach documentation and capacity building will be a plus
