Letter of Dissent Re: Exclusively TPLF IRA in Tigrai

Dear Madam and Gentlemen,
The Global Coalition of Tegaru (GCT) would like to register a strong condemnation of and dissent on the exclusivity of the formation of the interim government in Tigrai. It is to be recalled that on November 2, 2022, the representatives of the Federal Government of Ethiopia and Tigrai Peoples’ Liberation Front (TPLF) signed to dissolve the illegally elected government of Tigrai as conceded by TPLF and replace it with an inclusive collaboratively established Interim Regional Administration (IRA); article 10(1).
TPLF, on its February 20, 2023, progress report on the formation of an inclusive interim government, stated that it had irreversibly decided on a nine-member committee that will design, constitute, and oversees the formation of the interim government. The process is nontransparent, and the committee members are all supporters and members of TPLF. This development is an ominous sign that the state party, the government of Tigrai/TPLF that led the people of Tigrai to its demise and genocide, has resurrected itself for a third round of victimization and subjugation of Tigrai.
GCT has repeatedly disavowed the nontransparent exclusive process; the opposition parties, civic organizations, scholars, and political experts in Tigrai have similarly denounced the undemocratic process. We were all rebuffed and told that the decision was irreversible and TPLF will follow its decision towards the formation of the IRA, and it has.
The people are caught in an untenable situation; TPLF wielding its state party power to latch on to power and the federal government holding back aid and regional budget until an inclusive IRA is established. We strongly recommend an inclusive, nonpartisan interim government be constituted at an international conference to be held in Mekele that will allow a broad cross-section of Tegaru to participate in the election. Independent Tegaru scholars should be tasked to design and coordinate the process that will transparently and democratically lead to the appointment of the interim government.
GCT urges the mediators, negotiators, parties, and observers to, for the first time in over two years, mercifully, review and appreciate the injustice and the cruelest punishment dealt to the people of Tigrai. They have endured the worst war crimes in this century, and they deserve peace and freedom from oppression and tyranny to breathe the fresh air of democracy.
