On November 2, 2022, the Federal Government of Ethiopia, and the Tigrai Peoples’ Liberation Front (TPLF) signed the Pretoria agreement. TPLF had agreed that the election of October 2020 was illegal; hence the government of Tigrai elected by the people of Tigrai was illegitimate. Thus, the signatories were to establish an inclusive interim collaboratively government of Tigrai (Article 10(1).
TPLF, on its February 20, 2023, progress report and briefing on the formation of an inclusive interim government, stated that it had irreversibly decided on a nine-member committee to design, constitute, and oversee the formation of the interim government. The process is nontransparent, and the committee members are all supporters and members of TPLF. This development is an ominous sign that the state party, the government of Tigrai that led the people of Tigrai to its demise and genocide, has resurrected itself for a third round of victimization and subjugation of Tigrai. Global Coalition of Tegaru has repeatedly disavowed nontransparent exclusive processes and shared its concerns with TPLF and the Tigrai Defense Force (TDF) to save Tigrai from further sinking into the abyss and tyranny and received no response.
TPLF’s arm-twisting tactics to restore its undemocratic, exclusive, nontransparent, and authoritarian rule that had subjugated the people of Tigrai must end. Instead, we strongly recommend an inclusive, nonpartisan interim government constituted at an international conference where a broad cross-section of Tegaru will participate in electing and getting elected.
The coalition further recommends independent Tegaru scholars be trusted and tasked to design, coordinate, and oversee the process that will transparently and democratically lead to the appointment of the interim government. The Global Coalition of Tegaru urges the signatories, the Federal Government of Ethiopia and TPLF; the AU mediators, Nigeria, Kenya, and South Africa; and the guarantors, the US, IGAD, and the UN to, for the first time in two years and four months, mercifully review and reconsider the injustice and the cruelest punishment and denial of justice to the people of Tigrai. They have endured the worst war crimes in this century, and they deserve peace and freedom from oppression and tyranny to breathe the fresh air of democracy, transform their and their children’s lives, and self-govern and guarantee their future.

ውዕሊ ፕሪቶሪያ ነቲ ኣብ ትግራይ ዝነበረ ብህወሓት ዝምራሕ ክልላዊ መንግስቲ ብምፍራስ ኣብ ክንድኡ ሓቋፊ ግዚያዊ (interim) መንግስቲ ክጣየሽ ፌዴራል መንግስቲን ህወሓትን ከምዝተፈራረሙ ዝፍለጥ እዩ። እቲ ውዕል ካብዝፍረም ዛጊድ ሰለስተ ወርሒ ሓሊፍዎ እዩ። ህወሓት ንዘመናት ሒዝዎ ዝፀንሐ ስልጣን ንግዜያዊ መንግስቲ ከርክብ ድሌት ስለዘይብሉ ግን ዝተፈላላዩ ምኽንያታት እናፈጠረ ብዝገብሮ ዘሎ ምድሕርሓር ምኽኒያት ዛጊድ ዝተጣየሸ ጊዜያዊ መንግስቲ የለን። ስቃይ ህዝቢ ትግራይ ድማ ብሰንኪ እዚ ምጉታት ይቕፅል ኣሎ።
ሕጂ ድማ ብቅሉዕ ብዘይ ናይ ካልኦት መዳርግቲ ኣካላት ተሳትፎን ግልፅነት ብዘየብሉን ኣገባብ ብኢደወነኑ ትሸዓተ ኣባላት ዘለውዎ ኣሰናዳኢት ኮሚቴ ብምስያም ነቲ ኸይዲ ዝያዳ ዝተሓላለኸ ክኸውንን ናብ ካሊእ ጎንፂ ከምርሕን ይገብር ኣሎ። እቲ ብሌ/ጄ ታደሰ ወረደ ዝምራሕ ኣሰናዳኢት ኮሚቴ ብዘይካ ብህወሓት ተመልሚሉ ምቅራቡ፡ ግዜያዊ መንግስቲ ከጣይሽ ዘኽእሎ ዝኾነ ዓይነት ሕጋዊ መሰረት የብሉን። እቲ ክቐውም ዝድለ ዘሎ ዓይነት መሰጋገሪ መንግስቲ ንኹሉም ይምልከትና ዝብሉ ኣካላት ብሄራውያን ውድባት ትግራይ ሓዊሱ ፥ ሙሁራት፥ ትካላት ሃይማኖት፥ ንግድን ካልኦትን ግልፂን ዲሞክራሲያዊን ብዝኾነ ንፁር ኣሰራርሓ ከሳትፍ ይግባእ።
ህወሓት ብዘይ ዝኮነ መጣይሺ ሰነድን ሕጋዊ መስርሕን ብሕቡዕ መንገዲ ዝኸዶ ዘሎ ጉጉይ ኣካይዳ ብህፁፅ ንጎድኒ ኣፅኒሑ እቲ ኣሰናዳኢት ኮሚቴ ብኩሎም መዳርግቲ ኣካላት ብምኽኽር ከምዝስዕብ ክማዓራረ ንፅውዕ።
- ኣብቲ ኮሚቴ ካብ ሕድሕድ ናይትግራይ ፖለቲካዊ ፓርቲ ብማዕረ ውክልና ክህልዎ ይገበር።
